Community Alternatives Program for Disabled Adults (CAP/DA)
The Community Alternatives Program for Disabled Adults, or CAP/DA, is a North Carolina Medicaid waiver for adults age 18 or older who need a nursing facility level of care but prefer to stay in their own homes. NC Medicaid runs it through the Division of Health Benefits.
Why it matters for your family
CAP/DA can pay for a personal care aide, adult day health, home changes, meal delivery, respite, emergency response, equipment, and case management. It is meant for cases where no household member or other source can meet all of the person's needs. NC Medicaid has said people may be placed on a statewide waitlist. A common mistake is to confuse CAP/DA with the Personal Care Services benefit. PCS is a state plan benefit with its own rules. Call the NC Medicaid Contact Center at 888-245-0179 to ask about availability. Ask for the case manager's contact details after approval, since changes in need go through that person.
