Texas Community Attendant Services (CAS)

Texas Community Attendant Services, or CAS, is a Medicaid-funded personal care program run through the Texas Health and Human Services Commission. An attendant helps eligible people with everyday tasks such as bathing, grooming, meal preparation, and housekeeping. A practitioner must document the medical need on Form 3052.

Why it matters for your family

CAS is for people whose health problems make everyday activities hard. The attendant must be at least 18 and show competency for the tasks. The person's spouse or a minor's parent cannot be the paid attendant. Agencies must hold a state license and a contract with HHSC. A common mistake is to ask for tasks outside the program. Attendants do not give skilled care. Ask your HHSC caseworker or health plan about eligibility. Caseworkers visit in person at least once every 90 days to check on services. The program is separate from the waiver, so ask which option fits.
