STAR+PLUS Home and Community Based Services (HCBS) program
The STAR+PLUS Home and Community Based Services program is a Texas Medicaid waiver for adults who would otherwise need a nursing facility. Applicants must be 21 or older, meet a nursing facility level of care, and be financially eligible for Medicaid. The Texas Health and Human Services Commission runs it.
Why it matters for your family
Many people start on an interest list. Names are released first come, first served as slots open. People already on SSI or full Medicaid do not go on the list, according to the Texas handbook. Services can include adaptive aids, home-delivered meals, minor home changes, nursing, respite, and therapies. A common mistake is to wait to call. Join the list early. Ask HHSC or your health plan whether other help is available while you wait, and ask about Texas Primary Home Care or Community Attendant Services. The interest list phone number is on the HHSC website.
